Work-based learning in the European Union

In order to keep pace with the evolving economy and workforce demand, The European Commission has designated 2023 as the European Year of Skills (EYS) in an effort to equip learners and adults with the right skills for quality jobs, assist businesses in addressing skills shortages and to contribute to the green and digital transitions.

Facing the growing skills-gap, the European Commission and national governments have recognized the importance of work-based learning (WBL) and vocational education and training (VET) for the competitiveness of the European social market economy.

Employers, learners, education providers and the overall community will benefit from work-based learning. Learners and adults will acquire relevant technical and transversal skills that are in demand. Small and medium-sized companies (SMC) which represent 99% of all businesses in the EU may boost their competitiveness by having a skilled and sufficient workforce and greater access to innovations.
